The Salvation Army says Housing New Zealand is referring clients to it because of the rising cost of buying and renting homes in Auckland.
Major Campbell Roberts told Radio New Zealand that the Government was struggling to provide homes for housing applicants and was referring them to his organisation.
He said it was inappropriate for Housing New Zealand to be sending people to the community sector for help.
He said housing affordability needed to be made the Government's top priority this year.
